As a hairdresser I get dye on my clothes all the time. I use shout spray and so far it has worked every time. It may be worth giving it a try.

Yes, there is a good possibility that Non chlorinated bleach will remove this stain from carpeting.

Go to the grocery store and buy a box of non chlorine powder bleach. Then disolve about 1/4 cup of that in a quart of very hot water. Stir it well with a wooden stick , make sure it is disolved in the hot water.

With rubber gloves on take a sponge and wet down the area with this solution. It should work quite well, the hair dye is an organic compound and it will easily oxidize. The carpet is synthetic and it will not. ( being Nylon, Orlon, or Polyester) It will not damage the carpet whatsoever.
